It is hard to answer this question without sounding opinionated however, looking at the evidence, it's arguable that bulldogs today are not a very large threat to public safety. The typical bulldog you see today may be docile, easy going, possibly boisterous, but rarely aggressive towards people. In almost all circumstances a bulldog will not be aggressive towards people if raised properly. Unlike the pitbull, bulldogs were not bred to kill other dogs, and the modern bulldog is often too lazy to even go for a jog/run let alone kill or seriously injure someone; they just don't have the stamina, size/strength, or aggressiveness. So in conclusion, bulldogs should not be banned.
