In a way, yes. Guinea pigs need to keep their teeth short and they chew on things to achieve this. Wood is sometimes recommended for this, but cardboard works too. They may even shred the tube for nesting.
I put cardboard boxes in my guinea pigs' cage to hide under and they are disposable, so you don't have to clean. If I had cardboard tubes that were big enough for them to hide in I know they would LOVE them!! I wouldn't put paper towel tubes cuz they would clutter up the cage. If you keep plenty of good food (Hay, Oxbow brand pellets, fresh veggies and fruits, and water) you won't have to worry about your piggie eating anything made of cardboard!
