A computer is "an electronic device for storing and processing data, typically in binary form, according to instructions given to it in a variable program"; an electronic phone has these capabilities (modern phones, be them smart or not). This means that by definition, yes, phones are computers.

However, landlines do not have computer components. They do use switching and signals in sub-stations, though, to convey the signals. They also use electricity.
