Nope. For example, the city Belfast is in County Antrim. Some cities have the same name as the county they are in, like Dublin. A county is an administrative region. A city is a large urban area, so they are different things. Many counties don't have cities. In Ireland the term city is not used for towns, so only very large urban areas are cities. As a result a lot of counties don't have cities, but do have lots of towns. Some of those towns are the same names as the county that they are in. Sometimes, though not always, the biggest town in a county has the same name as the county, but sometimes the a town that has the same name as the county it is in is not the largest town in the county.
