But the "yes" part refers to studies that have shown that some networks intentionally program their commercials to play louder than the rest of what's on the air. They're not supposed to, but it still does happen. All you can do about it is turn down the volume when these loud commercials begin to play.

Compression tends to make all sounds uniform, and when used correctly it makes it easier to hear softer passages in the dialog. The audio track on most shows has some or minimal compression. However, the typical commercial has lots of compression, so it is louder than the normal show volume. The NBC station in the Washington, DC area really jacks up the compression - much more than any of the other channels. The solution is simple. Use the Mute button!
