∙ 8y agoNo. Regardless of whether "the Commonwealth" refers to the British Commonwealth or the nearby State of Virginia, West Virginia is not subject to these foreign laws. In the case of the British Commonwealth, West Virginia is a state in the United States, a country that is not a signatory to the Commonwealth Agreement, and therefore, has no duty to comply with its terms. In the case of Virgina, West Virginia is a completely separate state from Virginia and has no legal duty to comply with any of its laws (save in those particular instances where one state will apply the laws of a different state - like agreement for dispute resolution under contract).
