Computers prior to the introduction of electronic digital computers in the 1940s were human, because they were humans (usually women as the work was considered largely clerical/secretarial and thus below that of the mathematicians who were usually men) whose job title was "computer", as they did computations.

Humans tell computers what to do by programming them. No computer has ever figured out how to program itself.
