Ballet - young kids wear ankle socks with leather shoes. tights worn when older, and with pointe shoes(never wear socks with these). guys wear socks or bare feet with their shoes
tap - yes socks
jazz - shoes or runners - your preference

ballroom - depends on the type of shoes - generally tights are worn(guys wear socks)
while you dance
Tap shoes do not need socks worn with them. If you are worried about your feet smelling/sweating, put baby powder on your feet. If you are just practicing, you can wear socks to prevent chaffing.

It truly depends on the socks and the shoes. Say if you were to wear a pair or converse shoes [not high tops] with a pair or white trainer liners, there is nothing wrong with that. As a basic rule, I think it looks best to wear thin/low socks with thin and low shoes and thicker socks should be worn with trainers etc.
