Yes. Dogs are carnivores and meat provides all the nutrients a dog needs. However, dogs are very adaptable and can scavenge for food, so their stomachs can deal with vegetable matter. Plants and vegetables can be used as part of a dog's diet, but they aren't a necessity.
When dogs get sick they eat grass and maybe a few leaves in order to aid digestion. Eating grass is for medicinal purposes, but doesn't not provide a dog with nutrients. (I have a dog myself and I have watched him when he thinks I'm not looking.)
