Yes they are. Males only need one x chromosome to express yellow color. Females need two x chromosomes with yellow coloring. An orange x chromosome coupled with any other color x chromosome usually creates a calico; which is why calico's are all female (2 x chromosomes). Orange cats can be either male or female. The only color that I know of that is most always female is the Calico color. Personally I have never seen a male Calico cat. Most male calico or tortoiseshell cats are sterile.

Female Tabby cats are fairly popular (at least here in Sacramento) because the female tabby is apparently more rare than the male. I am not sure if it genetic or just my luck but 90% of tabby cats I have seen over the years have been overweight also.

Male torties most likely are XXY instead of XY. This is due to the colour in cats being in the female (X) Chromosome. Male Torties are usually sterile, but even if it wasn't it would only pass on 1 (of its X's) X or Y Chromosome.
