Yes they can be - if the exloded fireworks rubbish is left around and not picked up then they just become common and unsightly garbage, as lots of fireworks also have plastic parts that almost never disintegrate then their effect on the environment is really no good.

No. Fires are a natural disturbance that rangelands (which includes forests) needed to get rid of excess litter or dead plant material, and put nutrients down for new plants to grow from. Fires actually increase plant biodiversity and growth, they don't surpress it, particularly after a fire has went through a range site.
