Previously, regular contributors could access some, but not all, flags. Contributors were able to help with non-serious flags, While serious flags could only be dealt with by Supervisors and staff.
Nowadays, due to vandals learning how to avoid detection by removing flags, only Supervisors and staff can see and deal with the flags.

There is a website by Google called Google Answers which has been retired and no longer accepts new questions. However, you can search or browse the existing Google Answers index and view the previously asked questions by the users.

Yes - if your editing results in the flag being no longer necessary, it can be removed. For example, say you saw the question 'What is the value of Pi to ten decimal places' - and the answer had been flagged as gibberish, because someone had answered 'ten pieces of pie'. - If you were to replace that answer with the correct one of 3.1415926536, you can remove the flag - as the question no longer has a 'gibberish' answer. If the answer has multiple flags, only remove the one(s) you're correcting.
That means they think that your a drug dealer etc.... And your name has been red flagged to the feds. Once your red flagged you can no longer use money gram..
I'm not sure when it happened exactly, but the reason behind the decision was to stop people flagging questions for no apparent reason (thus clogging the system with needlessly flagged questions). Remember - if you think a question needs attention, you can always send a message the supervisor for the category, and they'll usually check out the problem.
