In the US, rarely. The FAL is a selective fire rifle- in other words, a machine gun. If a FAL was registered with the BATFE prior to May 1986, it can be transferred to a civilian. No additional full auto weapons can be registered after that date. There IS another version of the FAL, known as the FSL, that is semi-auto only, and was intended for the civilian market. Laws in other countries will vary.
