no it blooms in the early spring, the flowers are the start of the leaves when the leaves come out the flowers drop off and will not bloom again till next spring.
If you prune a Forsythia in Winter you will cut off the following Springs flowers. Prune a Forsythia after it ha s flowered.
My mom has always told me that after the forsythias bloom, it will snow 3 more times, then will snow no more. As far as I've noticed, it always snows 3 times then stops.

In spring, but the time varies by region (and climate). My lilacs bloom in Northern California in March, abut the third week, but my friends in the Northeast won't see theirs until May or June.
