They are not allowed to throw away the child's belongings.

No, but, and this is a big BUT, if you are a couple the Child Protective Service could have a say in it since the age of consent is 17 in Wyoming. No sex allowed and if someone reports the older individual for statutory rape it will be very difficult for him to get out of that one. And the parents who allowed the minor to move in can also get into trouble with the law since they allowed it to happen.
Yes, it can cause shorts and corrosion. No moisture should ever be allowed to enter a service panel.
Contact the Child Protective Service or the Police and they will help you with a place to stay. Just running away or moving out without parental permission or emancipation is not allowed. You don't have to stay and be abused in any way.
Yes. The 17yo is still a minor and the parents are still obligated to provide for her. Call Child Protective Service.
If parents wont give you permission you can contact the Child Protective Service or police and they will help you to a foster home unless the situation can be worked out. You are not allowed to move out on your own and you are too young to seek emancipation if that exists in your state.
The budget of Federal Protective Service - United States - is 615,000,000 dollars.

As painful as this might be, you have to get the state involved (if you feel strongly enough that this has to be done). Contact the child protective service for Maryland and they can help. You really don't want to have the child with you without formal custody and authority, because you may run into problems if health care or educational decisions have to be made and you are not able to contact the bio parents for permission.
The NEC makes no provision for using 1 ground rod even on a temporary service. According to the NEC you must use 2 ground rods. However in my area we are allowed by the local inspector to use just 1. Call your local inspector and see what he requires as he has the last word on this.
Every disabled person in every state is allowed to have a service dog that is specially trained to mitigate their disability. There is not a limit on on many service dogs are allowed in a state.
As a minor you can not sue anyone, you need your parents to do so. And if you get abused at home you can call the Child Protective service or the police. If the physical altercation cause such damage you need surgery etc it would go on the health insurance your parents have and that you are on.
