I would think it depends on exactly what type of pipe, how much, what kind of and how hot the steam you are referring to is, and what level of exposure the person has to these, over time. I know from reading about it that the resin-permeated felt liners used as CIPP pipe, for repairs, at certain levels, certainly can be toxic using steam at too high a temperature over time.
PVC pipe does off-gas or leach out chemicals when used under certain conditions. Polyethylene pipe does, too. PEs and PEx pipe, I do not know. And, whether or not if it does, it is at levels considered toxic or unsafe, I also do not know.

That would probably be carbon monoxide, which is present in many situations like fires and exhaust fumes.
Do not breathe from a tail pipe. Exhaust fumes contain many componentst that will kill you if to much is inhaled.
The battery will release sulfuric acid fumes that can be very toxic if inhaled. There will also be fumes from the burning plastic and other parts of the battery including lead. Burning a battery is a bad idea.
