Yes Sega still makes games but not necessarily for DreamCast. The leaders at Sega realized that they can't compete with the other major players in the console market. So they switched to making games and phased out the console for the Dreamcast. The games they create are made primarily for the other game consoles. The Japanese market may still be open to game production for Segas Dreamcast.
Why Dreamcast used old school Tony Hawk games instead of new Tony Hawk games such as Tony Hawk's Underground in the sixth generation?
When the dreamcast was launched, tony hawk was still a new series. Sadly, the dreamcast died long before tony hawk's underground was released.

Either way, it proves to Sega that people are still purchasing older Sega consoles and games, thus displaying the demand for a Dreamcast successor...
