Yes. They are easy to look after, and a good pet to give a child some responsibility.
Remember though, they will give a nip from time to time, so the more you handle them, the tamer they will become.

A good pet for an eight year old would probably be a hamster or a gerbil, as they are very easy to take care of. Just help them clean the cage out, as hamsters and gerbils are very fragile and even a small trace of detergent or disinfectant could kill your pet.

An 8 minute mile is very good for a 7 year old. My son ran around an 8 minute mile in 5th grade when he was 11 years old and he was second in the school. So an 8 minute mile is good for a seven year old.
Good levels for an 8 year old depends on the subject matter. An 8 year old should be able to solve some problems and be able to read fluently and understand what they are reading.
