Although ghosts have not always intended on frightning people (though it is rather discomforting coming across someone lacking a body), ghost stories have always been a large source of fear. Today ghost stories are told by awesome books or great movies that scare us just because these days a lot of people have fun being scared. Some of us may have even grown up telling ghost stories by the fire that left us feeling scared of every gust of wind and small scuttering animal that past by our tents for the rest of the night.

However, ghost stories use to be told to children by their parents in order to frighten them into obeying. It could have been a number of reasons such as keeping the kid in their beds or to keep them away from the woods. That way the parents could sit comfortably knowing their child isn't going anywhere and so that the kid can sit petrified not wanting to be dragged screaming in utter fear anywhere.
