Yes they are but please don't buy one from a pet store. Most pet stores do not get their hedgehogs from a good breeder. They usually buy them from people who breed hedgehogs way too often. This leads to genetic disorders within the blood line.
So if you do wish to buy a beautiful hedgehog, buy him or her from a reputable breeder. :)

the gloves and permit may be acquired at any local hedgehog store (such as the famed "hedgy hedgehogs hut")
