Are hacks and cheats the same thing?

No, because:

Hacks are when you basically go inside the makings (the program) of the game and change it to what you want it to do, such as changing how many experience points you get from killing something so you level up faster.

Cheats are like codes that you enter in a certain area or spot, or a certain thing you do that makes something happen, and are usually added into the game by its creators.

Also:

Glitches are fun, and my favorite part of a game. Of course, a glitch wasn't added on purpose, but it can be used as your own gain, or demise.
