An intercessor is a mediator that goes between God and man.
I Timothy 2:5 says that there is one God and one mediator between God and men, the man Christ Jesus. There is no other way to get to God except through Jesus.
But all Christians are called by God to interceed through Jesus for each other by prayer. We are called by God to pray for many other things as well such as those who rule our nations.
Intercessors are NOT appointed by other men.

I don't believe this is in the Bible, but there is a verse in Hebrews 9:27, " And as it is appointed for men to die once, but after this the judgment". You can say that every man will have his "day" and that will be when he stands before God in judgment. Each person will stand individually before God and be judged.
