Jokes fall into several broad categories.
1. Jokes that poke fun at a person or a group. Ethnic jokes in general, blonde jokes, jokes that highlight the stereotypical differences between men and women, all fall into this class. Many of these are "mean", but not all; a great number of comedians poke fun at themselves rather than any other person. Don Rickles poked fun at others, and was widely categorized as "mean"; Phyllis Diller poked fun primarily at herself (or her husband "Fang"), and was not generally "mean".
2. Jokes that depend on a sudden change of perspective. Puns fall into this category, and many examples of word play.
3. Jokes that play on common problems in life. We laugh at these because we all make the same mistakes, and we can see ourselves in that circumstance.
Science Fiction writer Isaac Asimov wrote two "Treasury of Humor" books with thousands of typical jokes, broken down by groups, with examples of why each joke is funny.
Jokes can be bad like horible jokes or they could be mean. Mean jokes can be funny, but don't over use them.
