Yes, a vats can marry Kaundinya gotra. Because they are a totally different vansha tree. Vats originates from Jamadagni and Kaundinya originates from Vasihta so there will not be any health issues and at the same time the yash tatva will not diminish. There seems a bit of confusion in the question. Kandiya is a gotram and Veeravalli is a clan name. The off springs of Rishi kaundinya do belong to the Kaundinya gotram. It is more like tracing your DNAs. They may be living anywhere in India. On the contrary Veeravalli appears to be a clan name, probably the name of the ancestral place where a set of people domiciled/ habitated.
