Koi fish need good filtration and oxygenation with regular water changes. They need a large container as most types can reach large sizes. They need cool water and to be feed twice a day in small amounts. I personally would not recommend them for beginners, however, it all depends on the research, time and care one is willing to devote to the fish.
Unless someone has released Koi into the wild environment they should not be out there. They are not a "naturally evolved" species. They were developed in Japan by Aquarists using the selective breeding methods described by Mendel.
