Because at a first glance, they look like big fish. It takes careful study of their lifestyle to realize they're mammal---giving birth to live young, feeding them milk like we feed our children, breathing air, not water, and being warm blooded. This classification goes the same for whales and porpoises. But some people don't realize these facts about dolphins and assume that because they're in the water, they're fish---which is a misconception. Bats, for instance, fly in the air like birds, but they are also mammals.

Manatees are slow and dolphins are fast. Manatees live in areas closer to land and dolphins cross large areas of sea. Whenever they meet they do get along well since manatees are mostly vegetarians and do not have to eat the fish the dolphins eat. Both being mammals get along quite well whenever the possibility of meeting comes.

Both are water-based mammals, but beyond that they are not related.

Dolphins and their kin inhabit deeper waters like some rivers and oceans, while manatees inhabit shallow areas like rivers and coastal waters.

They both mammals, gray in color, breathe air, live in water, and are semi-aquadic as of breathing air and living water. Pretty common ones! ;)
