sometimes not always As a rule, most hetrosexual men like to look at attractive women. It is perfectly natural and I know many women who do the same thing to men. Whether it should be called "ogling" is another matter, as the word implies something sordid and wrong. If a man is looking at you it means he finds you attractive in one way or another. Regardless of what you think of him you really should take it as a big compliment! Of course if a woman is wearing a skirt that stops at her armpits, she is bound to get the attention of most men. As long as there are women who like to put their skin on display, there will be men who like to look at it. If there werent then we would not have survived this long as a species! What's confusing is when women complain about getting "ogled" when they wear skimpy clothes, yet continue wearing them knowing full well that they will be looked at! I believe this is a viscious circle arising from the need to have something to complain about!
