There are those who choose to dress as the opposite gender, whether on a regular or occasional basis (transvestitism), and those who choose to identify entirely as the opposite gender in all manners of their lives and who may seek gender reassignment surgery (transsexuals).
Now, dressing as a woman doesn't necessarily mean that a man is gay. This is actually a common misconception, that all gay men are "feminine" and "fruity" and are only attracted to men because they secretly wish to be women. More modern studies have shown that gay men have their preferences founded in other underlying genetic factors, which can have nothing to do with how one identifies their gender.
In short, someone who cross-dresses can be straight, or they can be gay - both are perfectly fine.
