A:

Miracles are true for those who believe. In all other cases, we find that descriptions of miracles were written far removed in time and place from the supposed events, ensuring that even the least gullible reader can not question their historicity. So, for example, the miracle-laden story of Moses has been shown conclusively to have been written during the first millennium BCE, centuries after the date of the Exodus. Even if we accept the Exodus from Egypt as a historical fact, there is no way the authors could have known what really happened so many centuries earlier. Moreover, nearly scholars now say that there was no Exodus from Egypt as described in The Bible. So, miracles are true for those who believe, but not for those who want to know if miracles ever really happened.

ANOTHER ANSWER:

Of course, the Bible tells us that it's the "Holy Spirit-inspired Word of God":

"All Scripture is inspired by God..." (II Tim.3:16 NLT New Living Translation).

And Jesus Christ tells us that those whom God inspired with His Word recorded it for those servants of His whom He is calling out of the world:

"...An angel was sent to God's servant John so that John COULD SHARE THE REVELATION WITH GOD'S OTHER SERVANTS. John Faithfully reported the Word of God and the testimony of Jesus Christ - everything he saw." (Rev.1:1-2 NLT)

And Jesus further informs those servants of His that His Father's Word is TRUTH, that sanctifies, or sets them apart from the rest of the world for His Holy Purpose:

"Make them Pure and Holy by teaching them your Words of TRUTH." (John 17:17 NLT)

The Bible, then, by the Divine Knowledge that it sets forth, gives God's servants His understanding... because they "believe" what God is telling them:

"Fear of the LORD is the beginning of Wisdom. Knowledge of the Holy One results in Understanding." (Prov.9:10 NLT)

The Bible further informs [God's Faithful, Believing servants] through His "inspired servant" Paul:

"...I have been sent TO BRING FAITH TO THOSE GOD HAS CHOSEN and to TEACH THEM TO KNOW THE TRUTH that shows them how to live godly lives. THIS TRUTH gives them the confidence of Eternal Life, which God promised them before the world began - and HE CANNOT LIE." (Titus 1:1-2 NLT)

All of this is to establish from Scripture, itself, that the Bible is THE TRUTH... whether anyone "believes" what it says or not. And that the so-called "miracles" that are recorded in its books are an integral part of God's "inspired Word" -- and are therefore True, also.

To man, many things appear "miraculous" [unbelievable], because of our nature with all of its limitations... and inherent carnal minded lack of faith. But to God who is all-powerful and to whom nothing is impossible... His "miracles" are not so miraculous in His eyes. Miracles [both false and real ones] are designed to "instill belief" in "those who witness them."

And for a person to "believe" in them after the fact, reading about them in the inspired Scriptures centuries after the fact, is truly an act of a "Faithful Servant" whom God is calling out of the world.

The miracles of the Bible, like everything else in God's Word are for God's called and chosen servants to Know and Believe and Understand; not for the world. As all of God's inspired Word is True... the miracles recorded in the Bible are part of God's Truth. And it remains the Truth whether anyone believes it or not.
