Missingno is glitch that has been found in almost all of the Pokemon games since red and blue. I have never heard of a Pokemon 0000, and I don't know where you heard it from. Yes Missingno still exists and yes M is the same thing

Not sure. 'M or MissingNo. might have caught your game, a glitch might have done the same thing, or your game is just messed up. It could be those, or other things. Don't know, but 'M and MissingNo. are rare glitches that can infect your game. youtube those to see what they do.
'M' is a version of the Missingno glitch found in Pokemon Red and Blue. When doing the Missingno glitch on R/B and you come across a Pokemon named just 'M', Do not catch it. Missingno. was supposed to be a legendary bird Pokemon... But, the creators decided to delete it. In Pokemon versions red, blue, and so on (except diamond and pearl or any new versions) contain missigno. The creators were running low on time and they could not delete missingno. Instead they just put missingno. in spots were things were still open, they also did this so the game would not crash. Missingno. is short for Missing Number and the number in the pokedex is 000. Anyway, Missingno has a cousin named M. M is said to cause glitches in the game sometimes. But if he is higher than lv.0 he is mostly safe. And will only cause a hall of fame glitch. Missingno. has 5 forms and is mostly harmless. Missingno. can be found after you talk to the old man in Virdian city and watching his demonstration on catching Pokemon. After fly to Cinnabar island and surf on the right edge of the island. Missingno should appear. Missingno., when encountered is mostly over lv.100 since he is a glitch Pokemon but he keeps the game from crashing which of course is a good thing. Before he is caught its smart to have space in your party for him your game has a possibility of freezing. Lastly, Missingno. was rumored that he will delete your game file (it is not true) I've seen people who catch both glitch Pokemon, (Missingno. and M) and their game was perfectly ok.
