Today, yes. There are only a handful of states that rest under dictatorial control (eg. North Korea and Cuba). It is strategically unwise to be anti-democratic because as the 70s showed us, the most powerful country in the world is willing to go to war to enforce its own ideology of freedom and democracy.
The most valid generalization about democracy is that it is a system of government based on the principle of majority rule while protecting the rights of minority groups and individuals. It allows for regular, free, and fair elections, as well as the protection of civil liberties and human rights.
