This depends on the type of misdemeanors. Some states have minor misdemeanors which cover moving violations and some minor criminal infractions. Generally, officers will not physically seize (arrest) a person for minor misdemeanors. It would be a waste of the courts and officers time to book citizens and arraign citizens for a charge or citation in which they'll be immediately released without a bond (O.R. or Own Recognizance). Now, there are typically 1st-3rd (and sometimes 4th) degree or class misdemeanors. Class "A" or 1st Degree being the most serious (Domestic Violence, Aggravated Assault, Aggravated Menacing) types of crimes. These are generally higher level crimes that some how caused harm or were intending to cause harm. It's for the victim and suspects safety that they be incarcerated until the judge determines their suitable for bond.
