I have been doing my own oil changes for most of the time we have owned the car. I always replace the oil drain plug washer with new ones (purchased from a Hyundai dealer) yet there has always been a slight leak at the plug; not enough to even require adding oil between changes but annoying as it leaves stains on the driveway.
I finally decided to investigate so I put the car up on ramps, drained the oil, and crawled under it with a mirror to investigate. The problem turns out to be four raised "bumps" that appear to be spot welds holding the threaded insert that the oil drain plug screws into. These welds are within the outside diameter of the washer and prevent it from completely sealing.
My solution was to use a slightly small OD crushable washer purchased at a local auto parts store. No more leak.
Comment on something else: The factory shop manual calls for removing the bumper cover (which requires removing the headlight assemblies) in order to replace the windshield washer pump. Not necessary. Remove the two clips at the front of the fender liner, pull it down, and you're looking at the pump. Takes about 5 minutes start to finish.
I have a 2002 Hyunadi Accent also and I have the same problem also I wonder what the answer is have your car scanned if you get 1402 and 1403 its a type pump that checks for fuel leaks it sits next to the fuel tank on the driver side,, that's what i have to replace because mine is doing that too as well as it wont rev over 3000 rpms but check the codes!

Your are problem having a fuel or vacuum problem. It could possibly be a clogged fuel filter slowing fuel to the motor but it is very common for fords to have vacuum leaks. Check all vacuum hoses or leaks. It is also very common for the intake gaskets to leak(although more common on for trucks). Any trouble codes? Possibly system lean on bank one or two?
