The ozone seems relatively the same between the tropics and the equator, only dropping off towards the poles. These (see link) are time averaged readings, probably over a year in gathering, so the tropics and equator will have sunlight normal on average over a long enough period.

No the concentration of ozone is highest in the stratosphere not the troposphere. The troposphere has got some amount of ozone present but that too only in traces. The main ozone is present in the stratosphere.
