Unfortunately there is no universal law about BB/ Air guns in California. Each city has their own regulations about air guns. You will have to check with the city to find out what their law is. In most cities (MOST) it's okay to shoot in your own back yard but I say check first. Pacifica may have a different ordnance than La Marada or another city so find out first.

A pellet rifle has no firing pin. It also can not fire a bullet or gunpowder. It can not be made to do so either. The pellet has no charge (casing like a bullet) it just a pellet. However pellet rifles can be just as deadly as a real firearm. They use Air or C02 to project the pellet downrange. Some Pellet rifles are used for hunting, others for target practice. The Major difference between a firearm and an air rifle, is Gunpowder is use in Firearms and Air or C02 is used in Air rifles.

It may work but it is not normally recommended because the shock from a pellet rifle is different from a regular firearm and it been known to jar loose the glass in a rimfire scope mounted on a pellet rifle.

No it is not a toy. In some countries it is considered a firearm. In the USA it falls into a grey area. Not quite a firearm but not a toy.
For us to answer, you would have to define "better". I can target shoot at 50-100 meters with a .22 target rifle, and I can't do that with a pellet gun. But I can target shoot in my basement during bad weather with a pellet gun- and I can't do that with my .22s.
