I'm not sure exactly what you're asking here, but I'm going to go out on a limb and assume you are asking whether or not penguins forage or hunt for their food, on one hand, or produce their own food, on the other.

Penguins, like most birds, need to forage for their food. They cannot produce their own food in the sense that photosynthetic plants, for instance, produce their own nutrients through contact with sunlight.

Penguins can live without foraging for long periods of time, but this is not the same as producing one's own food. A penguin, similarly to human beings, can live off of it's own fat and protein cells when food is scarce. This is not the production of food, however. A penguins body will atrophy as it starves, using on-board nutrients in less critical tissues to power more important organs and tissues. This is more of a strategic diversion of resources which already exist within the penguins body, rather than the production of further resources.
