yes penguins are really nonflying. they have vestigial wings are modified as flippers used in swimming. these wings ( flippers) are useless for flight and are used in conjunction with the tail to maintain balance when on land. They are highly adapted for life in water.

Yes penguins have wings, however, they are more evolved as flippers for swimming and are useless towards flying. This is also why any pictures of penguins in the water look like they are "flying" in the water.
