Yes. Everyone over the age of 18 in China with a Chinese passport and not living in any autonomous regions can vote. But then again, there is no vote for the president. Central committee decides.
The people vote for a local commissar (political leader of a town or small region) who in turn votes for someone above him, so on until the central committee.
This way, even those in the government get the vote. Equality is a pillar of Communism although it's difficult to see China as Communist anymore.
