Yes they are.

Depending on your interpretation of animate will affect to what extent you believe they are, but they definitely are animate. The dictionary definition will tell you something like 'partaking of or showing signs of life', which - undeniably - plants do.

If you look at the etymology of the word, animate comes from the Greek word 'anima' meaning psuche, or in modern English - soul. An animate object is one which has a soul, and if you follow Aristotle's reasoning in this sector (which you should as he coined the term) then all living things are ensouled (or animate) including human beings, animals and even plants (although there is a hierarchy within psuche and not all souls are the same).

Anyway, point is: whether you believe plants have souls or not aside, they are alive, and so must be animate.
