I think so, yes.
Ground and psychic type attacks are both super-effective against a poison type pokemon.
I would say poison type, as normal type moves are not very effective, neither are fire attacks, and bug types are weak against rock. Therefore, I conclude that poison type, depending on your pokémon's attacks, you should go with your poison type pokémon.
Fire, Bug, Ice, Poison, Flying
Venasaur is better, he is grass/poison that's better then what Sceptile have.
Fire, bug, flying, poison and ice in the second to fouth generation
Grass Pokemon are weak against Fire, Ice, psychic, Poison, Flying, and Bug type moves. The effectiveness of these types of attacks may be increased or decreased if the Pokemon has two types. For example, Bulbasaur is a dual Grass / Poison, so Poison attacks are not as effective.
Poison and Steel are super effective against Fairy. Fire types also resists Fairy attacks, but that's only defensively.
Steel is immune to Poison attacks. Rock, Ground, and other Poisons resist it.
Drapion is a Dark/Poison-type Pokemon. Ground-type moves are super effective against it. Drapion is immune to Psychic-type attacks.
Fairy types are weak against Poison and Steel types, and their attacks aren't very effective against them or Fire types.
Poison is very effective against grass pokemon.
