Most of them are not road legal as far as equipment on board like tires, lights, turn signals etc. Farm(Utility) quads are allowed to be driven on country roads for short trips. I think if the government legalizes them, road legal ones can be made or converted into. This question as far as I know has never been raised with politicians. I would love to drive my quad around town. They it less fuel.
