If you are just looking at the animal itself and not taking its size into consideration, dogs are far cleaner animals. Rats defecate much more often than dogs do. However, rats also groom themselves quite frequently. Whether or not dogs do is dependent upon breed.
Some birds prey on other birds because they are adapted and evolved to do so. This is no different than some mammals (such as cats and foxes) eating smaller mammals (such as mice and rats).
