Well, technically, no. But, some may be. I have heard of people who drink or eat raw eggs. Plain. (kind of weird) They say it helps to build musles. (i think I spelled that wrong) I personally do not beleve that they are safe to eat. However, when I cook eggs for breakfast, I do leave the yolk slightly runny. That seems to be safe. So in answer to your question, I think so. But maybe somebody can improve this answer if I am incorrect.
