No. They are another, less numerous form of currency called "United States Notes."

Like the green seal Federal Reserve Notes, and the older blue seal Silver Certificates, they are legal tender notes. In better condition they may be worth more to a collector, however.

United States Notes were last printed by the Treasury in 1971. The most common form seen are $2 bills, although many $5 bills were also issued as US Notes. US Notes were originally used to pay government debts following the Civil War.
