Falconers can take birds from the wild, but they are responsible for it and must put birds back into the wild. If a red-tailed hawk is found dead, you should call the U.S FWF and report thins like how it might have died, it's age, and whether or not a band is present. They may want t examine it personally and perform an autopsy.
