All Birds of Prey are protected in the U.S by the Migratory Bird Act. It is illegal to shoot, hunt, or catch a red tailed hawk without a direct order from the U.S Fish and Wildlife Foundation. Falconers can take birds from the wild, but they are responsible for it and must put birds back into the wild. If a red-tailed hawk is found dead, you should call the U.S FWF and report thins like how it might have died, it's age, and whether or not a band is present. They may want t examine it personally and perform an autopsy.
