Just right click it and delete it. Maybe there are just some files that did not be deleted or uninstalled. That is possible.
If you have uninstalled your Norton product then you have removed it from the files and registry that would have it run so the firewall and any other items associated with that program should not be able to run. If you have another Norton product that has a firewall or another anti-virus program that has that ability that could be the culprit. I would make sure that in your list of program that you have installed that you have actually uninstalled Norton.
