It really depends on the individual person... some want to express themselves through their clothes and others really don't care.
Maybe if there is a seat to next to him, then say 'is this seat taken?' or sit near or opposite him. if he goes to a school or college, (looks around about that age) then maybe say to him, so what school do you go to? or you could basically just say hello and then start by saying like, 'i like your top' or something simple like that?
