No, it is not appropriate for a fifteen year old to wear short shorts unless it is just around the house or over a bathing suit. Young girls need to be careful how they show themselves.
Don't let her wear skirts or make her wear shorts or leggings under skirts otherwise you could buy skorts(skirt with built in shorts) for her.
Unless otherwise specified as a black tie formal event(or white tie) what you propose would be perfectly acceptable.
For a 12 year old boy, it would be most appropriate to wear boy shorts or briefs designed for boys, as they typically provide the best support and comfort for male anatomy. It's important to choose underwear that is designed for your assigned gender at birth to ensure proper fit and function.
Yes, anyone can wear shorts. Whether or not they should depends mainly on the weather, how they feel about it and, maybe lastly, what others think.
They can and they do - Venus Williams for example wore a pair of very short shorts at the US Open last year (2007) and in the first roudn of the Australian Open this year (2008), though i think she hasn't worn it in the subsequent rounds (perhaps it has something to do with the fact that one cameraman decided to focus on her butt during the first round game, and i think it was shown on the big screen or on tv)

The "shorts kid" appears on Route 3 in Kanto. He is a Youngster (named Ben in FireRed) who likes to wear shorts year round. Apparently, they're comfy and easy to wear. He also has a female relative in Humilau City, a Lady that will say something similar.
That is entirely subject to where you are and what your culture is; the 11-yr-olds where I live often wear mini shorts, but I know a lot of girls who don't because of their religion or what their parents are comfortable letting them wear. If parents or religion or school dress codes won't let you wear mini shorts, you're not missing much -- there are a lot of REALLY cute tight capris out there! Rock the capris and dare to be stylish and different! And don't worry -- you'll only get older...and the times, they are a' changin.
