Not necessarily, it depends how positively or negatively charged the magnet is, for example you could have a very strongly charged small magnet, and a very weakly charged large magnet and the smaller one would be stronger. for more details, seehttp://science.howstuffworks.com/magnet.htm

Smaller magnets may be stronger than bigger magnets. It depends on what they are made of. Rare earth magnets are more powerful than plain iron magnets.
